Due to which during 1980s and 1990s Utica started losing its citizens as well and apart from facing economic loss, Utica started facing Population loss as well. But the city leaders, industrialists and entrepreneurs didn't abandon Utica that easy, and begin their struggle for the betterment of the city. Their major accomplishment came with the establishment of a Manufacturing Company that gave birth to 500 job vacancies. And soon city also became the area well known for its arts and entertainment and started attracting a major number of visitors.

One of major attraction of the Utica city is its Munson Williams Proctor Arts Institute. The institute is a fine arts center that is further divided into three partitions.
